Check how many entities are loaded around your spawn.
A giant pile of dropped items or animals can bring a server to its knees.
We checked. There are a lot of animals, but nothing ridiculous.
Check the server console for repeated errors.
Had a world once where one chunk kept throwing errors and the whole thing crawled.
Also check the server's RAM usage.
If you're hosting on an older machine, 1.8 can be noticeably heavier with several players online.
Found a chunk with a ridiculous number of minecarts underneath it.
Removed them and the lag disappeared. No idea how they got there.
That'll do it. Minecart piles are basically a server's natural enemy.
